Donald brings over 20 years of experience guiding Federal, State, and Local Tax & Revenue Agencies through complex SAP implementations and business transformations. As a former practice leader at Deloitte and BearingPoint, he has led some of the largest and most complex public sector SAP engagements in North America.
His specialization in SAP Tax and Revenue Management solution implementation, combined with deep expertise in business process reengineering, makes him an invaluable advisor for agencies navigating modernization.
At Utilica, Donald serves as the senior client advisor for all tax and revenue engagements — ensuring our solutions align with agency missions, regulatory requirements, and long-term strategic objectives.
Lorrie is a CPA (Texas) and Master of Public Administration with over 30 years of experience in financial analysis, team leadership, and business management in public sector environments. Her career has spanned both the practitioner and technology sides of public finance.
As a former SAP Solution Manager for Public Sector Collections & Disbursements (PSCD), Lorrie brings hands-on expertise in the exact module that drives revenue management for government agencies. Her experience with GASB and IFRS reporting requirements means clients get advice grounded in real-world compliance obligations.
At Utilica, Lorrie serves as the senior advisor for public sector finance engagements — providing the financial and regulatory context that ensures our implementations hold up under audit.
